She watched the Keepers walk before her into the Hall of Sitters, both to serve but only one yet to speak. A M'Hael not yet announced in official capacity, Carra stood over the channelers as Riven had done so alone before her. Carraidhin had no intention of continuing to wear the Stole, for she had forseen another with potential and Carra was more than ready to return to her home in the Red Ajah Quarters. And it was because she intended to return, to work with Jaryd and build the Red Ajah, that she had called the Hall of Sitters together. She was the last to enter, as was custom, with the echo of the Keeper staves still thumping in the corners of the exceptionally large room.
Sitters and Heads of Ajah sat, the youngest raised of them all stood and sealed the Hall from eavesdroppers and it was ready for Carra to stand. Most often she need not speak during sessions in the Hall, but as she had read it was not even allowed within the White Tower to speak aloud. But this was not the White Tower and Carra had worked very hard to earn what was needed to see this request filled. After all, it would mean digging up the precious garden that the Grey Tower was built around. She kept an even more unpleasant thought behind a hidden smirk. Standing from her chair, creating a simple weave of spirit and air to project her voice, Carra walked forward to the center of the room and spoke.
"Sons. Daughters. When Elaida first took office in the White Tower, she not only created hostility between many Ajah's and exiled an entire Ajah, she also took it upon herself to use the coffers of the White Tower to start building herself an even higher tower that she felt symbolized her power within the White Tower. After reading through a great deal of law and gaining some council, it came to my attention that I too, with the agreement of the M'Hael, also hold the power to control distribution of the Tower Coffers to build and repair the Grey Tower as is felt necessary without additional council."
"In lieu of this, I have instead held off signing work orders and instead have gained council and costs for a build to help better facilitate the Red Ajah Quarters." She paused in her speech to allow murmurs and disgruntled whispers. Clearing her throat gently to signify that she was peaking again, her voice strong, "Asha'man Riven was very generous in giving space under the heart of the Grey Tower for those that bound themselves to the Red Ajah to call home, and had repeatedly commented of adding proper quarters among all the others but the scope was far to great for even him."
"Instead of breaking apart parts of the Tower to add in yet another wing, I wish to propose building a dome in the garden, giving the Red Ajah Great Room much needed light and sun, and building out proper walkways and doors that lead out from where they are currently situated. Structurally reinforcing the rooms and the area surrounding it with the same attention to detail as all other Ajah's have been afforded." She gave a quick nod to her Keepers and they walked around with a folder of parchment with details of the construction, dimensions of the dome, the cost of materials, and just about everything she could put into the pamphlet without actually building a mini replica. "You will read details on cost, costs associated with a variety of constructions, the first being the Dome and my main proposal. It also includes the cost and timeline for either the dome, adding in the Red Ajah among all the other Ajah Quarters, and even building a separate building above ground outside the Grey Tower's main tower, which is still substantial but not so great as the former."
"Please take your time and read the proposal." She paused, and then stepped back to now rejoin the Keepers as they flanked her in the Amyrlin's Seat. Both having been aware of the information as she had used them both to solicit the documents. Virya most of all. Taking a seat, Carra waited.
